MINUTES OF REGULAR MEETING

NOVEMBER 17, 1999

 

 

The regular meeting of the Board of Trustees of the Village of Aurora, New York was called to order in the Fire Hall Meeting Room at 7:38 PM on November 17, 1999, with Mayor Gunderson presiding.

 

Present:  Trustees Jim Chase, Ken Zabriskie and Jeri Vargo.

Absent:  Trustee Janet Mapstone.

Also present:  David Brooks, Debbie Brooks, Nancy Gil, Planning Board Chair, and Nancy Yann, Clerk.

 

Trustee Zabriskie moved to accept the Minutes of the Regular Meeting of the Village Board of Trustees of October 20, 1999 with corrections noted.   Seconded by Trustee Vargo, motion carried 4:0.

 

Trustee Vargo moved to accept the Minutes of October 20, 1999 for the Public Hearing on Resolution 99-4 to spend an additional amount of money not to exceed $10,000 for the water project on court street held on October 20, 1999.  Seconded by Trustee Zabriskie, motion carried 4:0.

 

Trustee Vargo moved to accept the Minutes of the Special Meeting held on November 2, 1999 for the purpose of replacing the Village Maintenance Person.  Seconded by Trustee Chase, motion carried 4:0.

 

CHANGES TO THE AGENDA:

 

Mayor Gunderson had a few changes to add to the agenda. 

 

MAYOR'S ANNOUNCEMENTS:

 

Mayor Gunderson reported that he had contacted Barry Stevens from the Department of Transportation regarding the speed limit signs at the south end of the village.  The Mayor will meet with Mr. Stevens on Thursday morning at 9:15 in the Mayor’s office to discuss this matter.  Anyone wishing to attend should feel free to do so.

 

CLERK’S ANNOUNCEMENTS:

 

The Clerk reported that the Association of Villages would meet on Tuesday, November 23 at the Sunset Restaurant in Auburn.  The program for the evening will be Tom Higgins from the Cayuga County Planning Board to discuss the Route 90 Scenic Byway.  A discussion followed regarding the Scenic Byway Sign in front of the Firehouse.  This matter will be discussed again as several different locations for the sign have been suggested.

 

The Clerk announced that she had given each member a copy of job descriptions from Cayuga County Civil Service for the jobs of Village Historian and Village Maintenance Person.  This should help answer questions regarding responsibilities for these two jobs.

The Clerk read a letter from Debbie Brooks requesting the Village authorize the decoration of a Village Christmas Tree again this year.  The Aurora Arts and Merchants Association will again sponsor “Christmas in Aurora”, this year on two dates, Thursday, December 2 from 5 to 9 PM, and again on Saturday, December 4th from 10 AM to 5 PM.  Mayor Gunderson asked Trustee Chase to be in charge of the lights this year.

 

The Clerk reported that she had received a letter from the Cayuga Lake Watershed Network asking if the Village Board wanted to continue membership with the Network.  The Board unanimously approved continued membership.

 

VISITOR RECOGNITION:

 

TREASURER'S REPORTS:

 

A.                 Monthly Reports:

 

            Trustee Zabriskie moved to accept the Treasurer’s Report dated October 20, 1999. Seconded by Trustee Chase, motion carried 4:0.

 

B.        Budget Modifications:

 

There were no Budget Modifications this month.

 

C.        Approval of Bills:

 

Trustee Chase moved to approve the bills from the General Fund, Claims #170 to 206 in the amount of $6,000.01.  Seconded by Trustee Vargo, motion carried 4:0.

 

Trustee Zabriskie moved to approve the bills from the Water Fund, Claims #170 to 206 in the amount of $1,868.50.  Seconded by Trustee Vargo, motion carried 4:0.

 

Trustee Zabriskie moved to approve the bills from the Sewer Fund, Claims #170 to 206 in the amount of $5,429.45.  Seconded by Trustee Chase, motion carried 4:0.

 

Trustee Chase moved to approve the bills from the Water Improvement Reserve Fund, Claims 170 to 206 in the amount of $2,842.00.  Seconded by Trustee Vargo, motion carried 4:0.  A discussion followed regarding the bill being more that the bid amount.  Trustee Chase moved to not pay this bill until the matter could be investigated.  Seconded by Trustee Zabriskie, motion carried 4:0.

 

COMMITTEE AND BOARD REPORTS:

 

A.                 Buildings and Grounds:

B.        Recreation, Parks and Public Events:

           

There was no report.

 

C.        Streets and Public Safety:

 

Trustee Chase had nothing to report.

 

D.        Water and Sewer:

 

            Trustee Zabriskie reported that the Waste Water Treatment Contact Tank project is about 99.2 percent completed.

 

E.        Preservation Panel:

 

There was nothing to report.

 

F.         Planning Board:

 

Mayor Gunderson welcomed Nancy Gil, Chair of the Village Planning Board.  Ms. Gil reported that a letter from the Cayuga County Planning Board had been received by the Village requesting the Village Trustees to look into the possibility of a Senior Citizen Housing Complex.  The Board had a lengthy discussion on this matter and unanimously consented to support the concept of a Senior Citizen Housing Complex.

 

Mayor Gunderson reported that he had written to Attorney Fusco requesting information on the status of Planning Board members voting after they had signed a petition in favor of the Moonshine Properties Project.  He is waiting for a reply.

 

Trustee Chase moved to accept the September 1, 1999 Minutes of the Planning Board.  Seconded by Trustee Vargo, motion carried 4:0.

 

G.        Zoning Board of Appeals:

 

There was nothing to report.

 

H.        Zoning Officer:

 

There was no report from the Zoning Officer.

 

OLD BUSINESS:

 

There was no old business.

NEW BUSINESS:

Mayor Gunderson reported that the Aurora-Ledyard Fire District Contract was due.  David Brooks, Fire Commissioner said that the 2000 budget had already been approved and accepted and that no increase in rent had been planned.  Trustee Chase moved to retain the rental at the same rate as last year.  Seconded by Trustee Vargo, motion carried 4:0.  Next year the Board will take a closer look at the costs of maintaining the building to see if the rent is adequate.

The Clerk asked the Board to accept the list of delinquent Village Taxes in the amount of $2,750.91 to be turned over to the Cayuga County Treasurer for collection.  Trustee Zabriskie moved to accept the list and send it in for collection.  Seconded by Trustee Chase, motion carried 4:0.

ADJOURNMENT:

Trustee Vargo moved to adjourn the meeting at 9:25 PM.  Seconded by Trustee Chase, motion carried 4:0.
